Cannot get to Cloud > API Management > API Products.

I am trying to access local ids for my devices and have viewed several tutorials that state I need to subscribe to specific APIs via Cloud > API Management > API Products

These menu options are not available on my IoT platform screen and so I can go no further. Why would these be missing from my IoT Platform?
