CMS Client requred libraries ?

I am trying to install CMS Client on Windows 7 32bit. But after install, and click on the desktop icon - nothing is happening.
I had tried with version 1.0.0.44, 45, 46 .... same thing

I noticed a file: c:\vclientLog.txt
and DATE/TIME - [.\CMSCleint.cpp :664] [pid=..] [thread=...] [Error] Failed to load

I suppose some libraries are missing ? Which are required ?
