always 'network busy' or 'network error'

I have no prolem with push notifications, but can't connect to camera with 'network busy' and 'network error' on smartphone or 'network timeout' on PC CMSClient.
Hardware version 13.1.1.2, Android app 00.46.00.45 and CMSClient 1.0.0.53_0.
Until the last update worked relatively well.
