Webinterface under Linux

I am a long-term GNU/Linux User/Developer and like to know, whether it is possibel to access/control the camera trough a Webinterface?

Hence Operating System and Device independant.

What do I need to programm the interface?

Im using zoneminder works fine u can use shinobi too , its strange that u are long term linux user and dont know how to google

I know zoneminder, but it requires mySQL which conflict with my PostgreSQL installation.
Also mariadb does strange things on my Debian Stretch installation (deinstalls around 120MB of packages)

I search a simple solution to stream this stuff.
