Camera can be accessed from public WAN via WiFi but not 4G

I don't understand why we can access the camera via WiFi outside of the network (i.e. a coffee shop), but not if we're connected via 4G / LTE. If it's accessible from external network via WiFi, then 4G should work too since it's external network too.

Yes, Cellular Data is enabled.

The error is 20102004; as soon as i enable WiFi (from an external network) it works, just not over Cellular for some reason.

I asked this question many months ago, and the only thing I got back was to try to enable cellular on phone. When I replied that it already was, no reply.
From what i have read on a T-Mobile thread, Yoosee still uses ipv4 and has not upgraded to the more secure ipv6 which Apple iphone is now using.
If you find out another alternative to Yoosee, please reply.
